Color safe chart of optional mixes

This will be the location for a new set of tiles dedicated to hybrid solid colors.

These are tiles that can be loaded into websites to simulate nicer background colors when viewed in 8 bit color. The chart below illustrates the theory behind optical mixing or hybrid "color". All mixes are made from websafe* colors.
